On September 17, 2018 it became known of terms of occurrence in Russia of a uniform digital platform for building information systems. It is being created as part of the Digital Construction federal project, TASS reports with reference to the statement of the Ministry of Construction, Housing and Communal Services following the results of the II International Conference "Development of the Institute of Construction Expertise".


By this date, a single digital platform should appear that unites all IT systems in the construction industry. The digitalization of construction involves the automation of all stages and procedures throughout the entire life cycle of an object.

According to the forecast of the Ministry of Construction, the transition to digital construction will reduce the time and other costs of facilities built at the expense of the budgets of the Russian Federation at all levels by up to 20% in 5 years. At the same time, the reduction in the time from making a decision on construction to putting the facility into operation will reach 30%.

True, as part of the large-scale digitalization of the construction industry, a lot of work remains to be done. In particular, it will be necessary to transfer the fund of normative and technical documentation in the field of construction into a digital format, form the basis for the transition to an automated verification of the information model of a capital construction object, and introduce a unified classification system for construction information in order to harmonize normative and technical documentation with international and Russian legislation.

By September 17, 2018, a system of regulatory technical documents was formed to ensure the implementation of information modeling technologies in construction.

The construction industry is waiting for large-scale IT innovations

The "roadmap" for the development of the construction industry includes many activities related to the field of informatization. In particular, the strategy for the development of the construction industry, which should be developed by October 2018, will provide for its digital regulation. At the same time, by September 2018, amendments should be made to the legislation, providing for the consolidation of the powers to create and operate information systems for urban planning activities for the authorized executive authorities of the constituent entities of the Russian Federation.

Most of the innovations should be implemented by December 2018. Thus, a transition should be made to the automated collection and analysis of information on the cost of building resources using the federal state information system for pricing in construction, which will make it possible to obtain reliable and accurate information on the cost of building resources in real time.

In addition, the commissioning and filling of the state information system "Unified State Register of Conclusions on the Expertise of Design Documentation of Capital Construction Objects" is expected. Using the information contained in this resource will reduce the time and cost of both design and subsequent examination and construction.

An open information resource should be developed to publish information on registers describing procedures in the construction industry. It will increase the availability of relevant information for business entities.

Also, by December 2018, monitoring of the use of standard software when maintaining information systems for urban planning activities by local governments should be carried out. The goal is software unification.

Additionally, during the same period, proposals should be prepared on the advisability of creating a federal state information system for ensuring urban planning activities for the implementation of a single collection, documentation, updating, processing, systematization, accounting, storage and provision of information necessary for the implementation of urban planning activities on the territory of the country.

In addition, the legislation of the Russian Federation should be amended to provide for the establishment of a single standard for the provision of regional or municipal services for obtaining a building permit using the e-government infrastructure. This should eliminate the existing heterogeneous practice of providing construction permit services in different regions of the country and establish a single standard for the provision of services.

Among other planned activities until December 2018 is the introduction of amendments to the legislation that provide for the introduction of information modeling technologies at all stages of the "life cycle" of a capital construction project, including design, construction, operation and demolition. Within 3 months from the date of adoption of these changes, a federal state information system for pricing during the construction, operation and demolition of capital construction projects must be created. The purpose of this innovation is to increase the accuracy of estimates due to the transition to the resource method of preparing estimate documentation, including for the operation stage and for the stage of demolition of a capital construction object, as well as increasing the transparency of estimating the cost of costs associated with the operation of a capital construction object and its demolition

By December 2019, it is planned to switch to a single state digital platform in construction, which ensures the interaction of authorities, local governments and organizations in digital form throughout the entire cycle of processes in the field of urban development relations. All this should ensure the transparency of decision-making by authorities and supervisory structures, exclude the "human factor" from these processes, and also speed up the work in the field of urban planning.

Within the same period, amendments should be made to the legislation providing for the creation of a federal register of regulatory documents in the field of ensuring the safety of buildings and structures. The register will include information on building codes and building regulations, as well as documents of federal executive authorities, the application of which affects the safety, reliability and durability of buildings and structures (in a machine-readable format).

BIM technologies in Russia

Information modeling technology, or BIM, is an approach to the construction, equipping, maintenance and repair of a building, which involves the collection and complex processing in the design process of all architectural, design, technological, economic and other information about the building, when the building and everything that has to relation to him is treated as a single object.
