The mass occurrence of fake dissertations in a particular council or university is not an accident, but the result of the deliberate work of a large group of associate professors, professors, members of the dissertation council and employees of “friendly” organizations who “wave” positive reviews compiled in advance. In fact, the factories of fake dissertations are an organized network of officials, businessmen, teachers, which has nothing to do with conducting research and increasing scientific knowledge.


Shown at the top is one such factory based at the Russian State University for the Humanities (RSUH). Here are the authors of fake dissertations defended in the period 2003-2012 in one of the most “dirty” Russian councils on economics D 212.198.01, as well as their supervisors, opponents and authors of dissertations-sources. The chairman of this council was now a former member of the expert council of the Higher Attestation Commission on sectoral and regional economics, the current head of the department of world politics and international relations of the Russian State Humanitarian University.

To date, Dissernet has discovered 52 fake dissertations defended in this council in 2003-2012, and during its investigations identified 148 more persons (supervisors, opponents, authors of source dissertations) who accompanied the process of defending fake dissertations. All two hundred factory participants turned out to be, as the figure shows, interconnected in a single network. The evolution of these connections is also clearly shown in.

The factory for the production of fake economists with degrees at the Russian State University for the Humanities has its own characteristics. Of the 52 fake dissertations defended at the Russian State Humanitarian University, only 20 were directly prepared at this university. The remaining 32 dissertations were brought in from outside. The main supplier of linden is the Moscow State Institute of Electronics and Mathematics, where Fedor Fedorovich Sterlikov worked.

He personally participated in 17 unfair defenses at the Russian State Humanitarian University. It would be wrong to assume that only the odious Professor Sterlikov created a wave of plagiarism in this dissertation council. Undoubtedly, his role in this is great, however, in order to accompany 52 defenses, other scientific supervisors, opponents, and representatives of leading organizations are also needed. So, in the RSUH factory, 32 holders of scientific degrees directly participated in fake defenses at least twice. Among them there are also permanent actors who accompanied the lime as scientific advisers and opponents (see table).

The data indicate that a group of people from a number of “friendly” universities at that time (PFUR, Moscow State University of Medicine and Dentistry, Moscow State Institute of Electronics and Mathematics (MGIEM), Moscow State University of Railways messages, the Moscow State University of Technology and Management named after K. G. Razumovsky, etc.), which systematically covered fake dissertations. Among them are the leaders of the Dissernet in the absolute standings: F.F. Sterlikov (28 dissertations, 17 of them at the Russian State University for the Humanities, I place), I.V. Ryzhov (23 theses, 5 at the Russian State University for the Humanities, IV place), O.I. Pilipenko (22 dissertations, 6 at the Russian State University for the Humanities, 5th place).

In addition, the “family contract” of the Sterlikovs (F.F. Sterlikov, Pavel Fedorovich Sterlikov, Marina Fedorovna Guskova (Sterlikova)) developed the activities. So, for example, in 2003-2005, half of all so far known unscrupulous defenses at the Russian State Humanitarian University (26 out of 52 fake dissertations) were passed. During this period, the defense of 20 dissertations out of 26 was accompanied by the Sterlikov family.

Pavel Fedorovich Sterlikov, who accompanied the defense of four false dissertations, is himself the author of the linden. It consists almost entirely of incorrect borrowings, and on 58% of the pages of its main text contains copy-paste.

The sources of dissertations were mainly works prepared earlier at the Russian State Humanitarian University: repeated and reused texts that passed through the dissertation council were practiced - the texts of 40% of fake dissertations were completely or partially previously written or defended at the Russian State Humanitarian University. For example, a dissertation, which was prepared at the Russian State Humanitarian University, was subsequently used at least three times. Thus, the assumption that the members of the dissertation council at the Russian State University for the Humanities did not know about the practice of mass defenses of dissertations with plagiarism is untenable.

In addition, the Russian State University for the Humanities used a standard scheme for factories of fake dissertations, when the applicant borrowed the text of the dissertation of his supervisor or opponent, and the latter turned a blind eye to outright plagiarism and accompanied the fake dissertation with a positive review. For example, Irina Yuryevna Vaslavskaya, a leading researcher at the Institute of Economics of the Russian Academy of Sciences, opposed the text of her dissertation at the doctoral defense of Olga Eduardovna Fotina, now a professor at the Moscow State University of Technology and Management. K. G. Razumovsky, Valery Alekseevich Nazarov was the supervisor and source of the text for Vladimir Vasilyevich Barkanov, a deputy of the Legislative Assembly of St. Petersburg. M.F. did the same. Guskov and P.F. Sterlikov with his wards.

The network shown in the figure, however, does not show another important connection between the RSUH and the Military University. The dissertation council of the Military University often practiced repeated defense of the texts of dissertations from the Russian State Humanitarian University. Probably, the thesis of I.F. was defended at the Military University. Renich, specialty 01/20/07 "Military Economics" (his abstract, which could determine the place of protection, is not available in the RSL). The doctoral dissertation of the chairman of the dissertation council V.V. Minaev. The dissertation of V.V. Minaeva is no different from the linden who regularly defended herself at the Russian State Humanitarian University.

Thus, this once again confirms the thesis that the fish rots from the head.

The Fake Dissertation Factory has been operating at the Russian State University for the Humanities for at least ten years. V.V. Minaev, who was an expert of the Higher Attestation Commission and had the opportunity to control the process of awarding degrees directly at the Higher Attestation Commission. Yes, and F.F. Sterlikov, who worked for many years in the Ministry of Education and Science of the Russian Federation, probably had well-established connections there.

Dissernet's revelations played a role in the exclusion of V.V. Minaeva from the expert council of the Higher Attestation Commission. On January 11, 2015, the functioning of the dissertation council D 212.198.01 was also terminated “due to the inexpediency of continuing activities due to low performance” of the work. These are certainly important steps to eradicate fake dissertation factories. However, V.V. Minaev remains the head of the department at the Russian State University for the Humanities. Professors who actively participate in this network still work in universities and are members of other existing dissertation councils. For example, I.V. Ryzhov is a member of the Dissertation Council D 200.020.01 at the Russian Scientific and Technical Center for Information on Standardization, Metrology and Conformity Assessment, O.I. Pilipenko is on the board D 501.002.03 at Moscow State University.

In addition, Nadezhda Ivanovna Arkhipova, who took part in the work of the described network, has now been promoted to the position of Vice-Rector of the Russian State Humanitarian University and still remains an expert of the Higher Attestation Commission and Academic Secretary of the Council on Economic Theory, Finance and the World Economy.

Dissernet filed an application for the deprivation of academic degrees, the head of the administration of the Domodedovo urban district, and a deputy of the Kaliningrad Regional Duma, who defended themselves at the Russian State Humanitarian University. However, the dissertation council headed by V.V. Minaev, where the Ministry of Education and Science sent an application for re-examination of D.I. Gorodetsky and A.Yu. Gorokhov, unanimously stated that there was no plagiarism in their dissertations and that this was a political order for respected people. And because of the statute of limitations, there is no way to revoke the degree of most holders of fake degrees.

The example of the Russian State University for the Humanities clearly shows that none of the participants in the factory was personally punished and took responsibility for supporting fake dissertations. The dissertation council at the Russian State Humanitarian University was closed, however, according to the table, it is obvious that the Russian State Humanitarian University was just one of many platforms where dishonest professors covered up fake dissertations. Personal and business ties remain, and they can easily be realized, accompanied by linden in other dissertation councils.

3. Preparation of attestation documents for applicants

After defending a dissertation within a month Applicants, under the guidance of the Academic Secretary of the Dissertation Council, prepare attestation documents at the Ministry of Education and Science of Russia, the Federal State Autonomous Scientific Institution "Center for Information Technologies and Systems of Executive Authorities" (hereinafter - CITiS) and the Federal State Budgetary Institution "Russian State Library" (hereinafter - RSL).

Documents to the Ministry of Education and Science of Russia, TsITiS and RSL are sent by the academic secretary of the dissertation council:

The leadership of dissertation councils, in particular, scientific secretaries, are responsible for the documents of applicants for a scientific degree sent to the Ministry of Education and Science of Russia, CITIS and the RSL. Failure to comply with the deadlines for sending personal files and documents of applicants leads to a delay in the issuance of diplomas.
