So, the reasons for the refusal to register an IP:

  • The wrong body of the IFTS was selected;

The deadline for registering an individual entrepreneur in the tax office is five working days. Please note that there are two options on the FTS website:

    "Innings electronic documents for state registration of legal entities and individual entrepreneurs”. If you have an electronic signature and would like to open IP online without a personal visit to the tax office, you need to choose this option. You will need to upload scans of your passport, payment receipts, application P21001, and send them, assuring the digital signature.

    "Filing an application for state registration of individual entrepreneurs and legal entities." This option is not IP registration online. So you can only fill out and send form P21001, that is, declare your intention to register as an individual entrepreneur. But this will not free you from the need to personally appear at the tax office with documents to prove your identity.     After submitting the application, you will receive a notification from the registration authority with an invitation to contact the tax authority within 3 days. Double-sided printing of documents submitted to the registration authority is prohibited.

The original or copy of the TIN is not required when submitting documents for registration of IP. However, if you have a TIN, it is mandatory to indicate it in the application; incorrect indication or its absence may result in a refusal to register! On Sheet B of the application field F.I.O. and the applicant's signature are filled out only by hand with a black ink pen and only in the presence of a tax inspector when applying for state registration.

It is not necessary to certify your signature with a notary when personally submitting documents for registration of an individual entrepreneur (Federal Law N 129-FZ, Chapter III, Art. 9, item 1.2, second paragraph).

4. We make a photocopy of the passport (pages 2 and 3 + registration), if possible, on one side of an A4 sheet. We remind you that IP registration is carried out only at the place of registration, while activities can be carried out throughout the territory of the Russian Federation.


5. The deadline for applying for the transition to the simplified taxation system (STS) is 30 calendar days from the date of registration, but the law allows you to apply for the transition to a simplified tax system before registering an individual entrepreneur simultaneously with the application P21001. To do this, download the current notification form on the transition to a simplified taxation system - form 26.2-1 in PDF format and fill it out. This will help you fill out an application form 26.2-1 with explanations. The completed form is printed in two copies.


6. We go to the tax office, taking our passport with us, and submit our package of documents (application P21001 - 1 pc., paid state duty - 1 pc., copy of the passport - 1 pc., application 26.2-1 for simplified taxation - 2 pcs.) to the inspector at the registration window. On Sheet B of the application, fill in the full name field by hand with a pen with black ink. and put the signature of the applicant in the presence of the tax inspector. We receive with the mark of the inspector the 2nd copy of the application 26.2-1 on the transition to a simplified system and a receipt for receiving the documents submitted by the applicant to the registration authority.

7. After 3 working days we go with a passport and a tax receipt and receive a package of the following documents:

  • a record sheet of the unified state register of individual entrepreneurs, indicating the state registration of an individual as an individual entrepreneur;
  • notice of registration of an individual with a tax authority.
